Mike, I could be the gear driven cams you're hearing. If you're not familiar with them, they do make a sort of whistling sound as the revs increase. Once you get used to it, it's a lovely sound. You can always drown it out by opening up the intake and exhaust. Enjoy!

I would guess it's a stuck float. Give each carb a good sound tap with a rubber hammer or heel of your hand. If that doesn't do it, drop the float bowls and give the float needles a dose of carb spray. Don't forget to turn off the petcock!
