I've had the same isue; felt like the bike was running out of fuel. Both times there was a strong wind which was a mix of a head wind and side wind.As soon as I got a tail wind the issue went away. I'm at a fairly high altitude, approx 3500 ft, so I wondered if the strong wind was not allowing...

With bucket and shims there are no parts to "go out of adjustment" If you have had to re-shim twice then something is wearing out. When a valve seat or valve wears it usually tightens the clearance between the shim and the cam. Is their any evidence of wear on the camshaft?
